Creating a message of type "rate"

Create a tag of type "rate" to be added to the message. The tag makes it possible for machines to understand what your message is about, and it makes it possible for others to refer to your message (using a so called URN). The format of the tag is defined in the specification.

You may use the following form to generate a tag:
